Message to the Secretary-General
The Secretary-General, Mr. Ban Ki-Moon, on Thursday, 4 January 2007, invited all Under-Secretaries-General and Assistant Secretaries-General to tender their resignations, which I did today. In my letter to the Secretary-General, I recapitulated that, in May 2002, I took over an office in crisis. Member States withheld funding from UNODC, its staff was demoralized and its mission uncertain. I recalled that, over the past five years, the profile of the Office had been substantially sharpened, its prospects vastly improved and its funding considerably increased. UNODC’s place in the United Nations family was now firmly established, as evidenced inter alia by the World Summit Outcome resolution which calls for a significant strengthening of the Office’s resource endowment.
I pointed out that UNODC brokered the conventions against corruption and transnational organized crime, both of which came into force between 2003 and 2005, and that UNODC contributed to the work of the Organization in the key fields of rule of law as well as of human security and was, in fact, its centre for the fight against “uncivil society.” In assisting Member States to control drugs and prevent crime as well as terrorism, it occupied an important niche in the United Nations system. I assured the Secretary-General of my commitment to making UNODC an active partner and, within its means, a catalytic force, in enhancing the system’s coherence.
I also drew the Secretary-General’s attention to the fact that UNOV/UNODC have become a recognized centre of excellence as regards management practices and systems, thus enhancing productivity and shifting resources from process to outcomes.
I concluded by saying that, although much had been achieved in the past five years, more needed to be done to consolidate the gains heretofore achieved and to build on them. It is for this reason that I was gratified by the recognition implied when Mr. Annan extended my appointment through May 2010. And it is for the same reason that I offered my continued services to the Organization and to the Secretary-General personally.
